Turkish Cultural Diplomacy in Central Asia: Opportunities and Challenges

The collapse of the Soviet Union and the recognition of fourteen independent republics eliminated the historical borders of the former Soviet Union with its southern and eastern neighbors; and on the other hand, created a tempting buffer zone for the competition and hegemony of regional and extra-regional powers. Among the regional contenders of hegemony, Turkey enjoys a special place due to its lingual and somehow historical shared background with the newly independent republics. Cultural diplomacy is considered as one of the most significant tools to achieve the goals and national interests of Turkey in Central Asia. It is manifested by the Turkish political elite attempting to introduce Turkey as a "model of development". The present paper aims to investigate the application of Turkish cultural diplomacy in Central Asian republics in order to systematically and clearly study Ankara diplomacy and be a useful source for a better and more coherent process of its perceptions in comparison to other variables.

The Prospect of Economic Relations between
the Islamic Republic of Iran and Armenia and the Potentiality of Gas Transition

The Islamic Republic of Iran and Armenia enjoy amity and a relationship free from tension due to geopolitical concerns and an overlap of their interests and foreign policy goals. This has led to an increase in bilateral economic cooperation. Nevertheless, having a limited and fragile economy, Armenia has never been meeting economic needs of the Islamic Republic of Iran. Still, Yerevan can play a significant role as a linking bridge for the exportation of gas to the Caucasus, Ukraine and Eastern Europe, through the pipeline, known as "White Stream".
This paper argues that the possible involvement of Iran in the White Stream project is favorable to the interests of exporting countries, transit countries and end-users, while the energy strategies of the United States and Russia are considered as a hindrance for that. Ukraine crisis in 2014 has added to this complexity, though it has highlighted the importance of the issue.

Security priorities of a country are not only affected by its internal situation, but sometimes regional situation is also a determinant factor of these priorities. The effectiveness of regional situations is especially when the subject country has a growing economy. After the collapse of USSR, the Central Asia had the same effect on China’s security priorities. China is an emerging global power in Central Asia’s region. This emergence is obvious from economic, political and security aspects.
Since 1990, Beijing has first taken a security approach for improving its relations with Central Asian countries, so that it can pave the road for other converging elements. It seems that China can take advantage of Central Asia both as a target and a tool for achieving other targets. This article is emphasizing on the hypothesis claiming that China has chosen the approach of “extended security” for its relations with Central Asia and has prioritized its economic interests in the region. This article tries to answer that why and how China follows the security-oriented economic strategy in Central Asia.

China's rising economic growth in recent decades has challenged economic and military dominance of the United States in Asia and the world. In order to achieve the place of a superpower, China has put priority on extending its influence in regional organizations to secure its energy and preserve its national security. Central Asia as a strategic neighbor for China and a spearhead for fighting terrorism has become the battlefield of two great powers after 2001.
This article tries to clarify both the hegemonic goals of the United States and the influence of China in Central Asian countries. This article applies explanatory-analytical methodology to explain US-China confrontation in Central Asia.
According to research achievements of the article, the United States has been trying to achieve the following goals:
a) To confront economic influence of China in Central Asian countries and also its exploitation of the region's energy resources;
b) Strengthening its military bases especially in Chinese boarders, and surround this country strategically;
To face China with some security issues through evoking and supporting some separatist movements and ethical solidarities in this country.

Various factors and variables, in internal and international levels have been effective on the emergence of the crisis in Karabakh, which happened between Armenia and Azerbaijan. One of the determinant factors in this issue has been the interventions and strains of international factors. It will be difficult understanding the real nature of Karabakh crisis without knowing these international factors. The international factors that are relevant to Karabakh crisis are divided into two categories; One of them is the rivalry between regional and trans-regional actors and also political and security issues; and the other one is the coherence of global energy economy, international organizations and globalization.
This article tries to scrutinize how international factors can effect on the continuation of Karabakh crisis. In other words, the authors try to find a respond to this question that "What has been the impact of international factors on the crisis in Karabakh?" The hypothesis of the article is that irrespective of some intent to settle ceasefire, international factors have prolonged the crisis.
