However, there have been lots of discussions about the organization’s true nature and main working sphere. With regard to the fact that the security concerns have been the most important pretext for forming the SCO and the security factor has always been of a greater importance on the organization’s agenda, this article tries to analyze the extent of which    the SCO has been able to resolve the security concerns of the member states successfully. While introducing the most important security threats in Central Asia, this article shows that the SCO has been able to resolve the security threats of the member states at three levels (international, regional and domestic) and thus, has organized the first real framework for the effective multilateral security cooperation in the region. However, a set of factors, such as historical rivalries and mistrust and the westward policies among some of the member states has prevented the organization to reach the optimum level of its activities.}, keywords = {Shanghai Cooperation Organization,Central Asia,Security and Security Threats}, title_fa = {سازمان همکاری شانگهای و تهدیدات امنیتی مشترک در آسیای مرکزی}, abstract_fa = {سازمان همکاری شانگهای که در حال حاضر به عنوان مهم‌ترین گروه‌بندی چندجانبه و فراملی در حوزه اوراسیای مرکزی شناخته می‌شود، از ابتدای تأسیس تاکنون، همواره از جنبه‌های گوناگون مورد توجه بوده است؛ اما در مورد ماهیت واقعی و حوزه فعالیت اصلی این سازمان همواره بحث‌های فراوانی وجود داشته است. این مقاله با عنایت به این حقیقت که دغدغه‌های امنیتی، مهم‌ترین زمینه تشکیل سازمان همکاری شانگهای می‌باشد و عامل امنیت  طی حیات این سازمان همواره به اشکال گوناگون برجستگی بیشتری نسبت به دیگر ابعاد داشته، به بررسی این موضوع می‌پردازد که سازمان همکاری شانگهای تا چه حد توانسته در جهت مرتفع نمودن دغدغه‌های امنیتی مورد نظر اعضا، موفق عمل نماید؟  این مقاله ضمن معرفی مهم‌ترین تهدیدات امنیتی مشترک در منطقه آسیای مرکزی، نشان می‌دهد که سازمان همکاری شانگهای توانسته در سه سطح کلان، منطقه‌ای و داخلی نسبت به رفع تهدیدات امنیتی اعضا اقدام کند و به این ترتیب، توانسته اولین چارچوب واقعی را برای همکاری‌های موثر چندجانبه امنیتی در منطقه به وجود بیاورد. با این حال، مجموعه‌ای از عوامل، همچون رقابت‌ها و بدبینی‌های تاریخی در منطقه و غرب‌گرایی برخی از اعضا، از رسیدن سازمان به سطح بهینه فعالیت‌های خود جلوگیری کرده است. }, keywords_fa = {سازمان همکاری شانگهای,آسیای مرکزی,امنیت و تهدیدات امنیتی}, url = {http://ca.ipisjournals.ir/article_10440.html}, eprint = {http://ca.ipisjournals.ir/article_10440_fc84c726757b572957da4004f60cdb7a.pdf} }
