They are important at least in four aspects in Russian regional security policies: first, due to the large number of indigenous Russians in these republics, the region has been in the orbit of Russia's near abroad. Second, Baltic Region is the main route of energy transit from Russia to Europe, so it has also been of significant interest for Europe. Thus, Russia has sought to take away their intermediary position in the transfer of energy from the region to Europe. Third and fourth, prominent significance of the region Russians is the expansion of NATO and European Union to these countries. According to these four factors, the conceptual framework of the relationship between influence, security, and territorial continuity has initially been studied in this article. Then, it tries to study and describe Russia’s security behavior in the Baltic Region. Hence, the main question of this research is: “Howand whysecurity behavior ofRussiatowardBaltic States has been formed within 1991to 2011?” In general, this paper argues that given the territorial continuity of Baltic Region with Russia and creation of security-based interests around this country and also with considering the position of the three republics of Estonia, Lithonia, and Latvia in the scope of influence of former USSR and Russia's near abroad policy, Russian security behavior toward these republics has been a mixture of tolerance and reciprocity within 1991 to 2011.  }, keywords = {Security Behavior,Russia,Baltic Republics,NATO and EU}, title_fa = {رابطه مفهومی نفوذ، امنیت و پیوستگی سرزمینی؛ مطالعه موردی رفتار امنیتی روسیه در حوزه بالتیک (1991-2011)}, abstract_fa = {سه جمهوری استونی، لتونی، لیتوانی به عنوان کشورهای حوزه‌ بالتیک به دلیل ژئوپلیتیک خاص خود از  اهمیت قابل توجهی برای روس‌ها برخوردارمی‌باشند. این جمهوری‌ها حداقل در چهار زمینه در سیاست‌های امنیت منطقه‌ای روسیه حائز اهمیت هستند؛ نخست اینکه به دلیل حضور تعداد زیاد روس تباران در این سه جمهوری، این منطقه در مدار سیاست‌های امنیتی خارج نزدیک روسیه قرار گرفته است؛ دوم، منطقه‌ بالتیک شاهراه انتقال انرژی از روسیه به اروپا است و از این لحاظ مورد توجه اروپا نیز می‌باشد؛ از این رو، روسیه درصدد برآمده است تا نقش میانجیگر انتقال انرژی به اروپا را از کشورهای منطقه بگیرد؛ سومین و چهارمین اهمیت برجسته‌ این منطقه در نگاه روس‌ها، گسترش ناتو از یک سو و اتحادیه‌ اروپا از سوی دیگر به این کشورها است. در پژوهش حاضر، برمبنای این چهار عامل در ابتدا به بررسی چارچوب مفهومی رابطه‌ نفوذ، امنیت و پیوستگی سرزمینی پرداخته خواهد شد و سپس فهم رفتار امنیتی روسیه در حوزه بالتیک در این راستا تحلیل می‌شود. بدین ترتیب پرسش اصلی این پژوهش عبارت است از اینکه چرا و چگونه رفتار امنیتی روسیه  نسبت به کشورهای منطقه‌ بالتیک بین سال‌های 1991 تا 2011 شکل گرفته است؟ و یافته این پژوهش چنین است که با توجه به پیوستگی سرزمینی سه کشور بالتیک با روسیه و ایجاد حریم منافع امنیتی پیرامون این کشور و همچنین قرار گرفتن جمهوری‌های سه‌گانه‌ منطقه‌ بالتیک یعنی استونی، لتونی و لیتوانی در حوزه‌ نفوذ شوروی سابق و سیاست‌های خارج نزدیک روسیه، رفتار امنیتی روسیه نسبت به این کشورها بین سال‌های 1991 تا 2011 از ترکیب سیاست مداراجویی و تقابل‌گری شکل گرفته است.}, keywords_fa = {رفتار امنیتی,روسیه,کشورهای حوزه‌ بالتیک,ناتو و اتحادیه‌ اروپا}, url = {http://ca.ipisjournals.ir/article_10495.html}, eprint = {http://ca.ipisjournals.ir/article_10495_a069cfe8f33d79f2345d2bf5a0aef3dc.pdf} }
