Uzbekistan's foreign policy has always oscillated between accompaniment and opposition towards both the US and Russia. This raises the question that what is the main reason of this lack of consistency in Uzbekistan's foreign policy and what are the regional and international consequences? To answer this question, this article tries to study the reasons of this changing policy at both domestic and international levels of analysis in the framework of James Rosenau's consistency theory. Accordingly, the article argues that Uzbekistan as economically undeveloped society and politically closed society as well as being a small power (in the international system), two variables of personality (authoritarian character and approach of Islam Karimov) and international environment (differences in the Central Asia and the US-Russia rivalry) are more influential than other variables of role, government and society in shaping a changing foreign policy. Adopting this kind of foreign policy by Tashkent, may cause important consequences including undermining Uzbekistan's prestige as a reliable ally, aggravating differences between Uzbekistan and Central Asia countries, weakening the Collective Security Treaty Organization, divergence in Shanghai Cooperation Organization and intensifying competition between China and Russia on the one hand and the US on the other hand in the Central Asia which in turn has played an important role in the unstable conditions in the Central Asia.}, keywords = {Central Asia,Collective Security Treaty Organization,Uzbekistan and Islam Karimov}, title_fa = {تاملی بر سیاست خارجی جمهوری ازبکستان از منظر نظریه پیوستگی}, abstract_fa = {جمهوری ازبکستان تنها کشور منطقه آسیای مرکزی است که طی دو دهه گذشته رویکردی کاملاً متغیر را در عرصه سیاست خارجی به نمایش گذاشته است. رویکرد سیاست خارجی ازبکستان همواره بین همراهی و یا تقابل با فدراسیون روسیه و ایالات متحده آمریکا متغیر بوده است. شرایط یاد شده، این پرسش مهم را پیش می‌آورد که علت اصلی اتخاذ این رویکرد متغیر در سیاست خارجی ازبکستان چیست و این امر چه پیامدهای منطقه‌ای و بین‌المللی را به دنبال داشته است؟ به منظور پاسخ به این پرسش‌‌، مقاله پیش‌رو، با بهره‌گیری « نظریه پیوستگی» جیمز روزنا به بررسی علل و عوامل این تغییر در دو سطح تحلیل محیط داخلی و محیط بین‌المللی می‌پردازد و با در نظرگرفتن ازبکستان به عنوان یک جامعه توسعه نیافته از حیث اقتصادی و بسته از نظر سیاسی و نیز یک قدرت کوچک (در سطح نظام بین‌الملل) به این نتیجه رسیده است که دو عامل فرد (شخصیت و رویکرد اقتدارگرایانه اسلام کریم‌اف) و محیط بین‌المللی (اختلاف‌ها در آسیای مرکزی و رقابت روسیه و آمریکا)، بیش‌ از سایر عوامل (نقش، حکومت و جامعه) در شکل‌گیری یک سیاست خارجی متغیر در جمهوری از بکستان نقش ایفا نموده است. اتخاذ این نوع سیاست خارجی از سوی تاشکند، پیامدهای مهمی چون تخریب وجهه ازبکستان به عنوان یک متحد قابل اعتماد، تشدید اختلاف‌های ازبکستان با کشورهای منطقه آسیای مرکزی، تضعیف سازمان پیمان امنیت ‌جمعی، واگرایی در سازمان همکاری شانگهای و تشدید رقابت بین چین و روسیه با آمریکا در آسیای مرکزی را در پی داشته که بر تداوم شرایط ناپایدار امنیتی در منطقه آسیای مرکزی بسیار موثر بوده است. }, keywords_fa = {آسیای مرکزی,سازمان پیمان امنیت ‌جمعی,ازبکستان و اسلام کریم‌اف}, url = {http://ca.ipisjournals.ir/article_10508.html}, eprint = {http://ca.ipisjournals.ir/article_10508_9bc79815aee094ba422b3ee75d5a3924.pdf} }
