Al., 397: 1393). After the end of the Cold War, the European Union found an opportunity to play a greater role in international issues. This institution, with reliance on historical experience and by using liberal approaches, has tried to help a large number of conflicting communities to fight extremism and help them achieve peace. Afghanistan, as a perfect example of a community in crisis, conflicted, and a failed state, is considered one of the most important security issues that the international community has been facing over the last fifteen years. After the fall of the Taliban government, the European Union and other international actors present in Afghanistan, tried by following the principles and concepts of liberal peace theory and various financial, military, technical assistances and more, to guide this country toward peace and erase the main roots of conflict. This article seeks to answer this question, "Considering European Union's fifteen years of presence in Afghanistan with the aim of bringing peace to this country, to what extent has it been successful in reaching its goals?" The hypothesis presented in this article claims that after more than a decade of European Union presence in Afghanistan, an assessment of the current situation in this country and international findings and statistics show that there has been no real progress towards peace, security and development in Afghanistan and the main roots of conflict still remain present and untouched in this country.  }, keywords = {Liberal Peace,Civil Peace,Lasting Peace,European Union and Afghanistan}, title_fa = {تجزیه و تحلیل سیاست اتحادیه اروپا در افغانستان بر اساس نظریه صلح لیبرال}, abstract_fa = {موفقیت‌های اتحادیه اروپا در حوزه صلح و همگرایی در چند دهه اخیر باعث شده تا برخی این نهاد را به عنوان یک الگوی مناسب برای دستیابی به صلح و امنیت در مناطق دچار منازعه در جهان معرفی کنند (بیندی و دیگران،397:1393). اتحادیه اروپا این فرصت را پیدا کرد تا پس از جنگ سرد نقش بیشتری در موضوعات بین‌المللی ایفا نماید. این نهاد با تکیه بر تجارب تاریخی خود و بر اساس رویکردهای لیبرالی سعی نموده تا به شمار زیادی از جوامع دچار منازعه برای مبارزه با افراطی‌گری و در جهت دستیابی به صلح کمک نماید. افغانستان به عنوان یک نمونه کامل از جوامع دچار بحران، منازعه و برخوردار از دولت ورشکسته، یکی از مهم‌ترین موضوعات امنیتی را طی پانزده سال گذشته پیش روی جامعه جهانی قرار داده است. اتحادیه اروپا به همراه دیگر بازیگران بین‌المللی، پس از سقوط حکومت طالبان با حضور خود در افغانستان تلاش نمودند تا با بهره‌گیری از اصول و مفاهیم نظریه صلح لیبرال و ارائه کمک‌های مختلف مالی، نظامی، فنی و... این کشور را به سمت صلح  هدایت کنند و ریشه های منازعه را در این کشور محو نمایند. این مقاله در جستجوی پاسخ این سوال است که « با توجه به حضور پانزده ساله اتحادیه اروپا در افغانستان که با هدف استقرار صلح در این کشور صورت پذیرفته است، این نهاد تا چه میزانی در رسیدن به اهداف خود موفق عمل کرده است؟» فرضیه مقاله حاضر این است که پس از بیش از یک دهه فعالیت اتحادیه اروپا در افغانستان، ارزیابی وضعیت موجود در این کشور و بررسی یافته‌ها و آمارهای نهادهای بین‌المللی نشان می‌دهد که هیچ پیشرفت واقعی در جهت استقرار صلح، امنیت و توسعه در افغانستان به دست نیامده است و ریشه‌ منازعات در این کشور همچنان پابرجا است.}, keywords_fa = {صلح لیبرال,صلح مدنی,صلح پایدار,اتحادیه اروپا و افغانستان}, url = {http://ca.ipisjournals.ir/article_14454.html}, eprint = {http://ca.ipisjournals.ir/article_14454_c5dc79b13e633c8ebdd8df5458658a23.pdf} }
