Following the adoption of constitutional reform in early December 2015, Armenia was the first country in the South Caucasus region to pursue such a shift, and in fact the second country in the Central Asian region after the Kyrgyz Republic's similar move in June 2010. Quite distinct from the Kyrgyz experience which occurred following a period of political turbulence, including the 2005 Tulip Revolution, the change in Armenia took place in a context of relative political stability and a generally functioning semi-democratic system without the regional hallmark of a 'president-for-life.' This article undertakes to study the historical background of this transformation in the backdrop of the long legacy of authoritarianism in Central Asia and Caucasus, both under the Tsarist and Communist eras, which led, in the immediate post-Soviet period, to the emergence of all-powerful presidents/executive branch in the entire region, inclusive of the Russian Federation itself, and in the new independent republics. The significance of Armenia's experience lies in the reasons and rationale for this important transformative change and what it portends for the long-term future development of the country itself, in its domestic situation as well as in its external relations, and on a larger scale for the bigger surrounding region. This important change in Armenia, Iran's sole Christian neighbor, also happens to be of interest to Iranian academics and analysts – also addressed in the latter part of the study.       }, keywords = {Caucasus,Republic of Armenia,Constitution,Referendum,Political Structure and Serzh Sargsyan}, title_fa = {اصلاحات قانون اساسی ارمنستان: تغییر ساختار سیاسی از ریاست جمهوری به پارلمانی}, abstract_fa = {پس از فروپاشی اتحاد جماهیر شوروی و متاثر از میراث اقتدارگرایی تزاریسم و کمونیسم بر ساختار سیاسی فدراسیون روسیه و کشورهای منطقه آسیای م رکزی و قفقاز حاکم گشت و « ریاستی در راس قدرت سیاسی، اجرایی و فرماندهی کل نیروهای مسلح قرار « رئیس جمهور » به موجب آن گرفت. این وضعیت نهادینه شده، پس از برگزاری همه پرسی اصلاحات قانون اساس ی در جمهوری قرقیزستان در 27 ژوئن 2010 م یلادی، دچار تغییر شد و قرقیزستان، نخستین کشور منطقه آسیای مرکزی لقب گرفت که ساختار سیاسی آن از ریاستی به پارلمانی و یا ترکیب ریاست ی – پارلمانی تغیی ر یافت. در ادامه همین روند، جمهوری ارمنستان نیز در پی برگزاری همهپرسی اصلاحات قانون اساس ی در 6 دسامبر 2015 م یلادی، نخستین کشور منطقه قفقاز جنوبی شد که ساختار سیاسی آن از ریاستی به پارلمانی تغییر یافته است . هرچند تغییر ساختار سیاسی در قرقیزستان پس از التهاب های سیاسی انقلاب لالهای ( 2005 ) و ناآرامی های سیاسی ( 2010 ) و با هدف جلوگیری از تمرکز قدرت در ریاست جمهوری و جلوگیری از اقتدارگرایی و بی ثباتی سیا سی صورت گرفت، اما تغییر ساختار سیاسی در جمهوری ارمنستان که از باثبات ترین نظام های سیاسی منطقه با برخورداری از سطح نسبی از دموکراسی و بدون تجربه ریاست جمهوری های مادام العمر به شمار می رفت، موضوعی بسیار شایان توجه و تامل بود . در واقع، این پرسش مطرح می شود که چه دلایل، زمینه ها و ضرورت هایی موجب تغییر ساختار سیاسی در جمهوری ارمنستان در مقطع کنونی شده است؟ همچنین، این تحول، چه پیامدها و نتایجی را بر فضای سیاسی داخلی و خارجی این کشور به همراه خواهد داشت؟ مقاله پیش رو با مطالعه و بررسی پیشنه تاریخ ی و سیر تحول این رویداد و نیز دلایل، اهداف و پیامدهای ساختار س یاسی آن از ر یاستی به پارلمان ی، خواهد کوشید درک بهتری از این تحول مهم در ساختار سیاسی جمهوری ارمنستان به عنوان تنها همسایه مسیحی کشورمان حاصل شود.}, keywords_fa = {قفقاز,جمهوری ارمنستان,قانون اسا سی,همهپرسی (رفراندوم ) ساختار سیاسی و سرژ سارگسیان}, url = {http://ca.ipisjournals.ir/article_19764.html}, eprint = {http://ca.ipisjournals.ir/article_19764_504c6f22abbf1a126c05887b56ca808d.pdf} }
