The priority of controlling energy resources of “Central Asia”, has placed the domination policy over hydrocarbon resources at the center of the foreign policy of regional powers “Russia and China”, with the aim of convergence and consolidating their superior position in comparison to the rival power. Leaping for the economic development and at the same time, rising oil and gas prices in the world market, Russia's struggle in order to achieve the foreign exchange revenue, which is obtained from raw materials trade; China's reliance on vital arteries of oil and gas in order to sustain economic growth as well as design neo-mercantilist policies, have made the maximization of the resources’ control inevitable. Occurrence of economic and political crises in the relations between Russia and “European Union” (EU),as well as a reduction in prices, changed Russia's trade strategy in the oil and gas sector, which led to the increase of the volume of exports and commercial convergence with China to supply the foreign exchange revenue deficit. In this regard, due to the competition between the two great regional powers, the question is: Which component has intensified the compilation and implementation of neo-mercantilist commercial-economic policies in the region? The main hypothesis of this article is as follows: The use of rich oil and gas resources with the goals of earning foreign exchange revenues, continuing domestic economic growth, maintaining a balance in prices, coping the domination of rival over resources, have made the pursuit of neo-mercantilist policies in the region essential. The research method in this article is descriptive-analytical, citing on the Latin books and articles and reliable cyberspaces of the web sites.}, keywords = {Strategy,pipe line,geopolitics,neo-mercantilism and oil and gas}, title_fa = {رویکرد نئومرکانتیلیست روسیه و چین به انرژی آسیای مرکزی}, abstract_fa = {کاربرد سیاست‌های نئومرکانتیلیست از سوی قدرت‌های بزرگ دال بر ناکارآمدی طرح‌های مرکانتیلیست استثماری قرن گذشته و ظهور عصر جدیدی از کشمکش و رقابت برای برقراری تعادل تجاری و حداکثرسازی منافع اقتصادی است. اولویت کنترل منابع انرژی آسیای مرکزی سیاست سلطه بر منابع هیدروکربن آنرا در کانون سیاست خارجی قدرت‌های منطقه‌ای روسیه و چین با هدف همگرایی و تثبیت جایگاه برتر نسبت به قدرت رقیب قرار داده است. خیز برای توسعه اقتصادی و همزمان افزایش بهای نفت و گاز در بازار جهانی تکاپوی روسیه برای دستیابی به درآمد ارزی حاصل از تجارت مواد خام و اتکای چین بر شریان حیاتی نفت و گاز به منظور تداوم رشد اقتصادی، طراحی سیاست‌های نئومرکانتیلیست حداکثرسازی کنترل منابع را اجتناب ناپذیر ساخته است. وقوع بحران‌های اقتصادی و سیاسی در روابط روسیه و اتحادیه اروپا و کاهش قیمت استراتژی تجاری روسیه در بخش نفت و گاز را تغییر داد که به افزایش حجم صادرات و همگرایی تجاری با چین برای تامین کسری درآمد ارزی انجامید. در این میان با توجه به رقابت میان دو قدرت منطقه‌ای بزرگ سوال این است که کدام مولفه به تدوین و اجرای سیاست‌های تجاری- اقتصادی نئومرکانتیلیست در منطقه شدت بخشیده است؟ فرضیه اصلی مقاله این است که بهره برداری از منابع غنی نفت و گاز با اهداف کسب درآمد ارزی، تداوم رشد اقتصادی داخلی، حفظ موازنه و تعادل در قیمت‌ها، مقابله با سلطه رقیب بر منابع، پیگیری سیاست‌های نئومرکانتیلیست در منطقه را ضروری ساخته است. روش تحقیق در این مقاله توصیفی- تحلیلی با استناد به کتاب و مقالات لاتین و تارنما‌های معتبر فضای مجازی است.       }, keywords_fa = {استراتژی,خط لوله,ژئوپلیتیک,نئومرکانتیلیست و نفت و گاز}, url = {http://ca.ipisjournals.ir/article_24332.html}, eprint = {http://ca.ipisjournals.ir/article_24332_bcd17fd2606268ad3f7c97b82ca37ae3.pdf} }
