In the framework of the neighborhood policy of Europe, Georgia and Europe signed a “Partnership and Cooperation Agreement”, which is the most advanced mechanism of European cooperation. “Partnership and Cooperation Agreement” (PCA) between Georgia and Europe is a benchmark for the cooperation between Europe and Georgia, and it has had great achievements for both parties so far. Practically, signing “Partnership and Cooperation Agreement” has had certain impacts. The most important achievements have been the reform of the judiciary structure as well as the reform of the governmental institutions, human rights, economic cooperation, protection of the environment and the cultural sector. In this regard, the authors discuss the questions of the article as follows: Whether Georgia is well prepared to start extensive cooperation with “European Union” (EU)? What kind of impacts does creating a regime of cooperation in the framework of the “Eastern Partnership Plan” leave, on the political economy of the country? On which aspects is this policy more successful? Is there any possibility of further developments? This   hypothesis is raised in response to these questions that creating a regime of cooperation between “European Union” (EU) and Georgia has two political and economic dimensions, in national and regional levels. The method used in this article, is descriptive-analytical method, through using the library tools.}, keywords = {“Eastern Partnership and Cooperation”,European Union (EU),Georgia,“Partnership and Cooperation Agreement” and “Free Trade Agreement”}, title_fa = {آسیب شناسی رژیم همکاری اتحادیه اروپا- گرجستان در قالب "موافقت نامه همکاری"}, abstract_fa = {جنوب قفقاز همواره جزئی از پرچالش‌ترین مناطق جهان بوده است و حفظ امنیت آن برای اروپا بسیار مهم قلمداد می‌شود. طرح مشارکت شرقی که قسمتی از سیاست همسایگی اتحادیه اروپا محسوب می‌گردد، اندک زمانی پس از جنگ گرجستان و روسیه در سال 2008 در آن کشور آغاز شد و در حقیقت به مثابه پاسخ اروپا به کنش نظامی روسیه تعبیر شد. در قالب سیاست همسایگی اروپا، گرجستان و اتحادیه اروپا موافقت‌نامه همکاری را امضا کردند که  پیشرفته‌ترین سازوکار همکاری اروپایی محسوب می‌شود. موافقت‌نامه همکاری میان گرجستان و اتحادیه اروپا، معیاری برای همکاری‌های اروپا و گرجستان است. به صورت عملی، امضای موافقت‌نامه همکاری آثار مشخصی داشته است. مهم‍ترین دستاوردهای آن اصلاح ساختار قضایی، اصلاح نهادهای دولتی، حقوق بشر، همکاری‌های اقتصادی، حفاظت از محیط زیست و بخش فرهنگ بوده است. در همین راستا، مولفین سوالات مقاله را چنین مطرح می‌کنند که آیا گرجستان برای آغاز همکاری‌های گسترده با اتحادیه اروپا آمادگی لازم را دارد؟ ایجاد رژیم همکاری در قالب طرح مشارکت شرقی چه تاثیراتی بر اقتصاد سیاسی این کشور بر جای می‌گذارد؟ این سیاست در کدام جنبه‌ها بیشتر موفقیت‌آمیز است؟ و آیا امکان پیشرفت‌های بیشتر وجود دارد؟ در پاسخ به این سوالات این فرضیه مطرح می شود که ایجاد رژیم همکاری میان اتحادیه اروپا و گرجستان دارای دو بعد سیاسی و اقتصادی در سطوح ملی و منطقه‌ای است. روش مورد استفاده در این مقاله، روش  توصیفی- تحلیلی با استفاده از منابع کتابخانه‌ای و فضای مجازی می‌باشد.  }, keywords_fa = {مشارکت شرقی,اتحادیه اروپا,گرجستان,موافقتنامه همکاری و موافقتنامه تجارت آزاد}, url = {http://ca.ipisjournals.ir/article_24336.html}, eprint = {http://ca.ipisjournals.ir/article_24336_e4b4b28c58b3a2a7b89302a68ec54a7a.pdf} }
