The significant factor in scrutinizing separatism movements in South Caucasus is that although there have been many separatism inclinations during post – soviet years, but not all of them have been successful and from this perspective, there are significant differences among them. In order to scrutinize the causes of the mentioned issue, the theory of ethnic bargaining is used to assess separatism in the framework of reciprocal relations of ethnic groups, host state and lobby state and the access of ethnic groups to bargaining instruments. Therefore the present article addresses the following question: Why some of ethnic groups have been more successful in gaining political independence? What have been the causes of success or failure of the ethnic groups in their separatism process? In order to answer the above – mentioned question, the following hypothesis is delivered: The more ethnic groups possess instruments for bargaining with the central government, the more assets they gain, the more radicalized become their requirements. Possessing two important factors and territorial containment and foreign protection, the ethnic groups would lead towards separatism even using violence. Using explanatory – analyzing method and referring to library and governmental and international documentary resources, the authors attempt to provide the hypothetical answer to the mentioned question.}, keywords = {separatism,ethnic bargaining,Lobby State,South Caucasus,territorial containment}, title_fa = {چانه‌زنی قومی و تبیین جدایی‌طلبی در قفقاز جنوبی}, abstract_fa = {منطقه قفقار جنوبی یکی از حوزه‌های مهم در بررسی پدیده جدایی‌طلبی می‌باشد. اما فارغ از علل و زمینه‌های بروز جدایی‌طلبی، آنچه در بررسی جنبش‌های جدایی‌طلبانه در قفقاز جنوبی حائز اهمیت است این می‌باشد که به‌رغم این‌که بسیاری از گروه‌های قومی این منطقه در سال‌های پساشوروی دارای تمایلات جدایی‌طلبانه بوده‌اند؛ اما همه به یک میزان در این راستا موفق نبوده‌‌اند و تفاوت‌های معناداری از این منظر در میان آنها وجود دارد. در بررسی علل این امر، نظریه چانه‌زنی قومی که جدایی‌طلبی را بر مبنای روابط متقابل میان سه بازیگر گروه‌های قومی، دولت میزبان و دولت حامی و نیز وجود ابزارهای چانه‌زنی در دست گروه‌های قومی مورد ارزیابی قرار می‌دهد به نظر چارچوب نظری مناسبی می‌باشد. بنابراین، سؤال اصلی این مقاله این است که چرا برخی از گروه‌های قومی در پیگیری مطالبات جدایی‌طلبانه و کسب استقلال سیاسی موفق‌تر از سایرین بوده‌اند؟ در واقع چه عواملی منجر به موفقیت و یا عدم موفقیت گروه‌های قومی در عرصه جدایی‌طلبی می‌شوند؟ در مقام پاسخ به سؤالات فوق و به عنوان فرضیه مقاله باید گفت که هر چه ابزارهای بیشتری برای چانه‌زنی با دولت مرکزی در اختیار گروه‌های قومی باشد در عین حال که منجر به کسب امتیازات بیشتر از مرکز می‌شود، باعث می‌شود تا این گروه‌ها بیشتر به سمت رادیکالیزه کردن تقاضاهای خود از دولت مرکزی حرکت ‌کنند؛ به حدی‌که در اختیار داشتن دو عامل مهم کنترل سرزمینی و بهره‌مندی از حمایت خارجی- به عنوان دو ابزار مؤثر چانه‌زنی- می‌تواند گروه‌های قومی را به سمت جدایی‌طلبی حتی با استفاده از ابزارهای خشونت‌آمیز سوق دهد. در این مقاله تلاش شده تا با رویکرد توصیفی-تحلیلی و بهره‌مندی از ابزار کتابخانه‌ای و آمار و اسناد نهادهای دولتی و بین‌المللی، فرضیه فوق در ارتباط با جنبش‌های جدایی‌طلبانه در قفقاز جنوبی مورد آزمون قرار گیرد.}, keywords_fa = {جدایی‌طلبی,چانه‌زنی قومی,دولت حامی,قفقاز جنوبی و کنترل سرزمینی}, url = {http://ca.ipisjournals.ir/article_32884.html}, eprint = {http://ca.ipisjournals.ir/article_32884_aaf7ae8de62dd62b6f9387ab00d2df60.pdf} }
