Therefore, the effectiveness of the EU's soft power in post-communist countries ought to be measured in terms of the concept of transformative power and the real roles the EU's plans and efforts have played in the transition process. EU’s transformative power in Central Asia, defined in terms of the solidarity of candidates (inside) and external governance (outside), pursues ambitious infrastructural goals whose effectiveness is evaluated in this research. This study is to answer the following questions: “What are the main leverages of EU's normative power trying to implement EU objectives in Central Asia” and “how effective have they been?” The immediate response is that "the main objectives of Europe's normative power in Central Asia are to transform Central Asian societies to function economically as full-fledged market economies and politically as democratic states. Since EU’s attempts pursuing these economic and political transformations in Central Asia have had little success, the effectiveness of EU’s normative power has gained little credit. Using descriptive-analytical and an inferential methodology and utilizing library research method based on objective-historical data and available evidence, this study has tried to shed light on the research hypothesis. While confirming the hypothesis, the findings of the paper have revealed that the Central Asian societies and governments economically prefer the Chinese state capitalist model to the full-fledged market economy model and politically consider the Guided Democracy Model to be superior to the Liberal Democratic Style proposed by EU.}, keywords = {Transformative Power,Liberal Political Order,Guided Democracy,Market Economics and State Capitalism}, title_fa = {قدرت تحول‏ گرای اتحادیه اروپا در آسیای مرکزی}, abstract_fa = {هدف غایی قدرت هنجاری (نرم یا مدنی)، تغییر رفتار بازیگران به شیوه ‏‏های غیراجبارآمیز است. از این رو، اثربخشی "قدرت هنجاری اروپا" در کشورهای پساشوروی را باید برحسب مفهوم "قدرت تحول‏ گرا" یعنی میزان تأثیر واقعی طرح ‏ها و تلاش ‏های بروکسل بر فرایند گذار در این کشورها مورد سنجش قرار داد. این بعد از قدرت اتحادیه اروپایی با "همبستگی داوطلبان" در داخل و "حکمرانی بیرونی" در خارج مرزهای آن تعریف ‏می‏ شود. قدرت هنجاری اروپا با تکیه بر "قدرت تحول‏گرای اتحادیه اروپایی" اهداف زیربنایی بلندپروازانه‏ ای را در آسیای مرکزی دنبال می‏ کند و هدف مقاله حاضر، بررسی و تحلیل اثربخشی آن است. پرسش اصلی مقاله این است که «اهرم اتحادیه اروپایی برای پیاده ‏سازی قدرت هنجاری اروپا در آسیای مرکزی چیست و تا چه میزان اثربخش بوده‏ است؟» در پاسخ این فرضیه به آزمون گذاشته شده است که «قدرت هنجاری اروپا در آسیای مرکزی با اهرم قدرت تحول‏گرای اتحادیه اروپایی برای ایجاد تحول اقتصادی (گذار به اقتصاد بازار تمام‌عیار) و سیاسی (گذار به نظم دموکراتیک) اعمال می‏ شود و چون تأثیر این تحولات بر فرایند گذار کشورهای آسیای مرکزی ناچیز بوده است، اثربخشی قدرت هنجاری اروپا در آسیای مرکزی اندک ارزیابی می‏ شود.» این مقاله از نوع توصیفی-تحلیلی (کیفی) بوده و در فرایند تحلیل یافته‏ها از روش ‏شناسی استنباطی استفاده شده است. یافته ‏های مقاله نیز ضمن تأیید فرضیه، نشان می‏ دهند که جوامع و دولت ‏های آسیای مرکزی به ‏لحاظ اقتصادی الگوی "سرمایه ‏داری دولتی" چین را بر الگوی اقتصاد بازار تمام ‏عیار ترجیح می‏ دهند و به‏ لحاظ سیاسی الگوی "دموکراسی هدایت ‏شده از داخل" را برتر از الگوی دموکراسی لیبرال می‎‏دانند.  }, keywords_fa = {قدرت هنجاری اروپا,قدرت تحول‏ گرا,نظم سیاسی لیبرال,دموکراسی هدایت ‏شده از داخل,اقتصاد بازار و سرمایه‏ داری دولتی}, url = {http://ca.ipisjournals.ir/article_40539.html}, eprint = {http://ca.ipisjournals.ir/article_40539_34622358745d01ffa673e6d2517e3f38.pdf} }
