چکیده
امنیت دولت یک مفهوم اساسی در زمینه دانشگاهی روابط بینالملل به شمار میآید. تامین آن، قبل از هرچیز نیازمند شناختی دقیق و الزاما چارچوبها و نظریههای شناختی مفید و موثر است. تحقیقات در مورد امنیت به طور سنتی بر عدم اطمینان و آسیبپذیری کشورهایی است که در یک سیستم بینالمللی آنارشیک به سر میبرند، علاوه بر این، پیچیدگی در رفتارهای انسانی و کثرت عوامل موثر در اتفاقاتی که میان کشورها روی میدهد؛، همچنین تزاحم و تداخل منافع و علایق آنها باعث شده تـئوریهای روابط بینالملل در ارایه یک تبیین جامع و فراگیر درباره امنیت و تهدید با مشکلات جدی روبهرو شوند. با اینوجود، طی دو دهه گذشته، زیرمجموعه جدیدی ظهور و رشد کرده است که نه به امنیت دولتها به معنی کلاسیک آن، بلکه به امنیت "هستیشناختی" آنها اختصاص دارد. در حالی که امنیت به معنای متعارف به"بقا" اشاره دارد، مانند محافظت از تمامیت ارضی دولت. امنیت هستیشناختی به رابطه میان هویت جمعی یک کشور و احساس امنیت مربوط میشود. در این مقاله سعی میشود علت و انگیزههای رفتار سیاست خارجی روسیه بر مبنای نظریه امنیت هستیشناختی مورد تجزیه تحلیل قرار گیرد و به فهم سیاست خارجی روسیه پرداخته شود. سوالی که در این مقاله مطرح میشود این است، چرا روسیه بهرغم هزینههای نامطلوب مادی و معنوی بهویژه از نظر امنیتی و رفاه اقتصادی همراه با وضعیت بینالمللی این کشور تصمیم به مداخله نظامی در اوکراین و سوریه گرفت. نتایج مقاله نشان میدهد، دغدغههای امنیت هستیشناسی محرک اصلی سیاست خارجی روسیه در دوران پوتین در این مداخلات بوده است. روش پژوهش در این مقاله با استفاده از منابع کتابخانهای و الکترونیکی بهصورت توصیفی- تحلیلی صورت گرفته است
