چکیده

امنیت انرژی یکی از ارکان اصلی سیاست خارجی کشورهای بزرگ است. در این میان، منابع انرژی آسیای میانه و دریای خزر که حوزه‌های ژئوپلیتیک مهمی محسوب می‌شوند، جذابیت زیادی برای کشورهای منطقه‌ای و فرامنطقه‌ای دارند و به‌دلیل فرصت‌های عظیمی که برای انرژی در خارج از اوپک ارائه می‌دهند به‌عنوان صفحۀ بزرگ شطرنج ظاهر شده‌اند. در تلاش برای امنیت انرژی و تنوع منابع تأمین توسط مصرف‌کنندگان انرژی، این منطقه شاهد رقابتی بزرگ برای دستیابی به منابع انرژی آن توسط کشورهایی مانند ایالات متحدۀ آمریکا، چین، اتحادیۀ اروپا، روسیه، ایران و هند است. این بازی بزرگ نوین، در مورد سیاست‌های نفتی و دیپلماسی خط لوله در حال انجام‌ است. پژوهش پیش‌ِرو در پاسخ به این پرسش‌ها که طرح‌های قدرت‌های بزرگ در آسیای مرکزی و خزر چه تهدیدها و فرصت‌هایی برای ایران دارد و راهکارهای سیاستی ایران برای مقابله با آن‌ها چیست؟ نویسنده سعی دارد در این پژوهش موقعیت ایران در آسیای مرکزی و ابتکارات سیاسی آن را در جست‌و‌جو برای منافع خود در بخش‌های اقتصاد و انرژی در حوزۀ سنتی روسیه و صفحۀ بزرگ رقابت شطرنج چین و ایالات متحده بررسی کند. گزینه‌های سیاستی ایران در این رقابت، تلاش در راستای خروج از تحریم ­ها، اتخاذ دیپلماسی اقتصادی، تقویت زیرساخت­های داخلی به‌‌منظور فعالیتهای اقتصادی در منطقه و مشارکت در طرح‌های اقتصادی قدرت‌های بزرگ در منطقه، سرمایه‌گذاری و مشارکت اقتصادی با کشورهای منطقه به‌صورت دو یا چندجانبه است.
