چکیده

با تأسیس اتحادیه اقتصادی اوراسیا، اگرچه توسعه مناسبات چندجانبه میان کشورهای پساکمونیستی پیشرفت محسوسی نداشته، اما جایگاه رو به تضعیف روسیه در روابط دوجانبه با دیگر اعضای این اتحادیه را تقویت نموده است. تأسیس اتحادیه اقتصادی اوراسیا همچنین اگرچه آمال ژئوپلیتیک مسکو را تا حدودی تحقق بخشیده است، اما تعیین دستورکار ژئوپلیتیک برای این اتحادیه از سوی مسکو با وجود اعضایی با هدف اولیه کسب منافع اقتصادی چندان آسان نخواهد بود. این درحالی است که روسیه برای تأسیس این اتحادیه هزینه‏های گزافی را متحمل شده و سیاست "اغوا از طریق کمک مالی" را پیش گرفته است. پرسش محوری مقاله حاضر این است که «هدف روسیه از پرداخت هزینه‏های گزاف برای ایجاد و گسترش اتحادیه اقتصادی اوراسیا به‏رغم بهره‏مندی اقتصادی بیشتر در صورت تأکید بر موافقت‏نامه‏های دوجانبه با دولت‏های پساشوروی چیست؟» فرضیه‏ به آزمون گذاشته شده در چارچوب نظریه منطقه‏گرایی جدید این بوده است که «اگرچه هدف اولیه روسیه از ایجاد و گسترش اتحادیه اقتصادی اوراسیا، تقویت جبهه‏ای ژئوپلیتیک در برابر غرب در مرزهای اتحادیه اروپا به بهای پرداخت هزینه‏های گزاف به‏منظور دوری آنها از غرب است، اما از مزایای انسجام اقتصادی، اجتماعی، فرهنگی و هویتی درازمدت این اتحادیه در فضای پساشوروی نیز غافل نیست». مقاله حاضر از نوع توصیفی-تحلیلی بوده و برای تجزیه‏وتحلیل داده‏های گردآوری شده از روش علی استفاده شده و روابط علت و معلولی میان متغیرهای مقاله تبیین گردیده است.
