In fact, this is one of the most important barriers to development and modernization of Russia. So, the Russian government always, try to fight with this problem somewhat; But inclusiveness, complexity, diversity and the systematic nature of corruption in recent years, politicians has made Russian fight more seriously against that and pursue an anti- corruption policy in Russia. With this approach, actions have taken place, in order to fight against corruption from various administrations, but yet success in this regard cannot be seen. This article is a descriptive and analytical research based on Russian data and sources. In addition to the expressing general factors and the consequences of corruption, it explains main obstacles of fighting against corruption in the Russian Federation. Therefore the main question of this article is that “why the programs of Russian government have been ineffective in the Fight against corruption?” The hypothesis of this article is that “the power of Russia oligarchy is the main barrier preventing the effectiveness of the anti-corruption programs of Russian government”. فساد اداری پدیده شومی است که از گذشته‌های دور بر جامعه‌ روسیه سایه افکنده و بر توسعه اقتصادی، سیاسی، اجتماعی و انسانی روسیه تأثیر سوء گذاشته است و در حقیقت یکی از مهم‌ترین موانع توسعه و نوسازی روسیه می‌باشد. لذا دولتمردان روسیه در دوره‌های متمادی، کم و بیش سعی در برخورد با این معضل را داشته‌اند، لیکن فراگیری، پیچیدگی، تنوع و ماهیت سیستماتیک فساد در سال‌های اخیر، دولتمردان روسی را به جدیت بیشتر در مقابله با آن و پیگیری برای تحقق سیاست ضدفساد در روسیه واداشته و با این رویکرد اقداماتی در راستای مبارزه با فساد اداری از جانب دولت‌های مختلف، صورت گرفته است، اما همچنان توفیقی در این راستا مشهود نمی‌باشد. این مقاله یک پژوهش توصیفی– تحلیلی است که با استناد به منابع و داده‌های روسی، علاوه بر بیان عوامل کلی و پیامدهای فساد به تبیین موانع اصلی در مسیر مبارزه با فساد در فدراسیون روسیه (دوران پساشوروی) می‌پردازد. لذا بنای این مقاله این پرسش است که چرا برنامه‌های دولت روسیه در مبارزه با فساد اداری ناموفق بوده است؟به نظر می‌رسد قدرتمندی الیگارشی روسیه به عنوان عامل اصلی در ناکارآمدی برنامه‌های دولت روسیه در مبارزه با فساد اداری باشد.
