The Heartland Theory which is also called as Mackinderian Philosophy placed the pivot in the center of the planet, which includes the river basins of the Volga, Yenisey, Amu Draya, Syr Draya, and two seas the Caspian and the Aral. This theory put emphasis on the centrality of the Eurasian region. Mackinder stated that in the context of the global geopolitical processes, the Eurasian continent is found in the center of the world politics. Mackinder believes that Heartland would remain as the geographical pivot of history for all the times, but some rival theories and criticisms had been challenging its accuracy and durability. In order to answer the question that how the Belt – Road Initiative could re -highlight Eurasia as Heartland, explores the following hypothesis: Belt – Road Initiative fortifies the potential nature of Heartland Theory. Using explanatory – analyzing research method, the authors try to tell why the research findings provide an answer to the research question. منطقه اوراسیا که در نظریه هارت‌ لند به عنوان قلب سیاست جهان معرفی شده است، امروزه در پرتو ابتکار «کمربند – راه» که از سوی چین ارائه شده با تحولات گسترده و متنوعی مواجه است که می‌تواند بر اهمیت آن منطقه بیافزاید. نظریه «هارت‌ لند» که از آن با عنوان «فلسفه مک‌ کیندر» نیز یاد می‌شود،یک نقطه مرکزی را در قلب زمین مشخص کرده است که رودخانه‌ های ولگا، ینی ‌سی، آمودریا و سیردریا و دو دریاچه خزر و آرال را در خود جای داده است. «‌مک‌ کیندر» در نظریه خود منطقه اوراسیا را به لحاظ راهبردی پرامتیازترین منطقه جغرافیایی دانسته و آن را قلب سیاست جهان معرفی می‌کند. به باور وی «هارت‌ لند» محور جغرافیایی تاریخ در تمام دوران خواهد بود، اما نظریه‌ های رقیب و همچنین برخی انتقادهای ارائه شده علیه آن، دو موضوع صحت و پایداری این نظریه را با تردید مواجه ساخته بود. نگارندگان به منظور پاسخگویی به این سوال که «ابتکار کمربند -راه» چگونه می ‌تواند منطقه آسیای مرکزی را به عنوان «هارت‌ لند» مورد توجه مجدد قرار دهد این فرضیه را تبیین می‌ نمایند که ابتکار یادشده سرشت بالقوه نظریه هارت ‌لند را دیگر بار مورد توجه قرار خواهد داد. روش تحقیق در این مقاله، توصیفی – تحلیلی است.
