This policy not only has a foreign dimension but also acts as a tool for internal legitimization. Despite pressures from Russia and Turkey, as well as the developments related to the war in Ukraine, Baku has managed to create a pragmatic balance among the interests of various actors. The main question of the article is: how have energy resources (oil and gas) served as a strategic tool in securing and advancing the macro objectives of the Republic of Azerbaijan in its interaction with the European Union? The research hypothesis is that by adopting a realist approach and utilizing energy as both a lever of pressure and a tool for engagement, Azerbaijan has been able to both elevate its position within the Eurasian and European energy order and use it as an instrument to strengthen internal legitimacy. This article employs the theoretical framework of realism, a qualitative analysis research method, and utilizes secondary sources including scientific articles, reports from research centers, and statistical data up to the year 2025. آذربایجان با تکیه بر منابع غنی نفت و گاز دریای خزر و پروژه‌هایی همچون خط لوله باکو–تفلیس–جیهان و کریدور گازی جنوبی، توانسته جایگاه خود را به‌عنوان یک بازیگر کلیدی در تأمین امنیت انرژی اروپا تثبیت کند. این سیاست نه تنها بعد خارجی دارد بلکه به‌عنوان ابزاری برای مشروعیت‌بخشی داخلی نیز عمل می‌کندبا وجود فشارهای روسیه، ترکیه و همچنین تحولات مربوط به جنگ اوکراین، باکو توانسته است موازنه‌ای عمل‌گرایانه میان منافع بازیگران مختلف ایجاد کند. سوال اصلی مقاله این است که منابع انرژی (نفت و گاز) چگونه به عنوان ابزاری استراتژیک در خدمت تأمین و پیشبرد اهداف کلان جمهوری آذربایجان در تعامل با اتحادیه اروپا قرار گرفته است؟ فرضیه پژوهش این است که آذربایجان با اتخاذ رویکردی واقع‌گرایانه و بهره‌گیری از انرژی به‌عنوان اهرم فشار و ابزار تعامل، توانسته است هم جایگاه خود را در نظم انرژی اوراسیا و اروپا ارتقا دهد و هم از آن به‌عنوان ابزاری برای تقویت مشروعیت داخلی بهره گیرد. در این مقاله از چارچوب نظری واقع‌گرایی، روش تحقیق مبتنی بر تحلیل کیفی و بهره‌گیری از منابع ثانویه شامل مقالات علمی، گزارش‌های مراکز پژوهشی و داده‌های آماری تا سال ۲۰۲۵ است. https://ca.ipisjournals.ir/article_737923_6e761ce5ffecddbd3212fe70acaedb72.pdf
