Holding the second summit of littoral states of the Caspian Sea on October 16th, 2007 is a great success for Islamic Republic of Iran's diplomacy. The first summit on 2002 not only did not produce a concrete result, but also jeopardized the political and security status of the region. In the summit of Tehran, the second political document including 25 articles was agreed among the heads of littoral states. Nowadays, the role of each country in the world politics is influenced by geopolitical factors. Russia and European Union have been witnessing relation between ups and downs after the collapse of the Soviet Union. In the same time, they possess common historical, cultural and political links. The EU and Russia are important economic partners, in particular in the field of energy. Particularly on energy. Russia enjoys rich natural gas sources and EU is a large consumer. At the top level, however, the relationship has also become irritable, essentially because of different world views of the two parties. It seems that extension of economic and commercial ties will result to interdependence and strategic partnership between Russia and EU. The EU is the largest investor in Russia and its weight has further increased, both in absolute and relative terms, after enlargement. The enlarged EU is Russia’s most important trading partner, with energy dominating Russia’s exports to the EU and manufacturing products being the EU’s major export item to Russia.
To conclude, The EU and Russia will find themselves interacting on a huge agenda of common interests and concerns. They will need an ordered relationship because they are ever-closer neighbors. Furthermore, energy will create economic interdependence between EU and Russia, and it will lead to strategic partnership in the future.

The International System is highly interconnected in the era of interdependence. Its constituent elements are interlinked with each other inseparably and every change in its elements would be reflected in other elements as soon as possible. The crisis of Georgia in August 2008, in addition to its regional impacts, has become a global phenomenon and the scene for supra-regional powers because of the geopolitical importance of the Caucasus. European neighborhood policy is a move in pursuit of mid-term strategic plan to which reflects the nature of relations with EU neighbors, depicting EU liaisons with this region. In such a context, the impossibility of EU membership by its neighbors due to deep internal and external problems on the one hand and security, political and economic interests of EU in such countries on the other have led to initiating European Neighborhood Policy. Therefore, EU has formulated European neighborhood policy in terms of bi-lateral relations with these countries in order to establish political and economic stability and development of South Caucasian countries based on European norms and standards. In addition to preserving stability and security of these countries, respecting values like freedom, democracy and human rights are aspects that EU takes into consideration in order to identify the extent of convergence with EU standards. In economic aspects, giving importance to South Caucasian transit routs for access to energy sources of the Caspian Sea region as well as enduring economic reforms based on market economy that creates transparency for investment of European companies in the region, are among interests of European Union. In terms of security issues, due to of Russian direct influence to take advantage of conflicts between these countries and the separatist movements the EU has reached a deadlock in seeking peaceful solutions for such conflicts, using diplomatic and economic means
