چکیده

چین با ارائه ابتکار کمربند - راه در رأس بازیگرانی قرار می‏ گیرد که پیوندهای منطقه ‏ای و اتصال میان آسیا و اروپا را دنبال می‏ کنند. اما حضور چین در این عرصه انحصاری نیست و رقابت برای ایجاد زیرساخت در سراسر اوراسیا بازیگران زیادی دارد. هند دیگر غول آسیایی است که به آرامی در طرح‌های عظیم زیرساختی این ابرقاره وارد شده و به‏ دنبال احیای طرح خاموش راه‌گذر ترابری بین‌المللی شمالجنوب است. راه ادویه جدید، استعاره ‏ای است که بازخیزی هند و رقابت این کشور با چین برای سلطه بر مسیرهای جا به ‏جایی و ترابری کالا و انرژی را روایت می‏ کند. هدف از این مقاله، کشف انگیزه ‏ها و اهداف اصلی هند از احیای راه‏گذر ترابری بین ‏المللی شمال-جنوب (راه ادویه جدید) پس از گذشت حدود 15 سال از راه ‏اندازی آن است. مقاله نشان می ‏دهد که تلاش هند برای بازسازی راه‏گذر بین‏ المللی شمال-جنوب و ترویج راه ادویه جدید در درجه نخست معطوف به اهداف و انگیزه‏ های امنیتی شامل رویارویی با تغییر وضعیت در جامو و کشمیر به‏ نفع پاکستان؛ سلب فرصت‏ های ژئوپلیتیک-ژئواستراتژیک چین در منطقه اقیانوس هند؛ ایجاد فاصله میان پاکستان با همسایگان خود به ‏ویژه افغانستان؛ و پیوند ژئوپلیتیک با شرکای جدیدش در آسیای مرکزی و قفقاز جنوبی از راه ایران است.
